Washington State Performance Audit
What is the state performance audit?
In 2005, voters approved Initiative 900 which granted the Washington State Auditor authority to do performance audits of state and local agencies. In 2008, auditors hired by the Washington State Auditor’s Office looked closely at Grant, Chelan and Douglas PUDs to determine if there were more efficient, less costly ways of operating the three Mid-C utilities. In March 2010, the consultants provided their final report.
Grant PUD had considered an independent performance audit in 2005 and planned to contract utility experts to assist in identifying areas for potential efficiency improvements. The utility revised those plans when the state performance audit was announced.
What are the results?
The auditors provided numerous recommendations for each utility based on interviews and research during their review. The final report has separate chapters for each PUD and a chapter on ideas that consider sharing services among all three utilities. Audit conclusions and Grant PUD’s responses (pdf)
Performance Audit Tracking Tool
The Washington State Auditor requires that each PUD submit a report by July 1 each year detailing steps to carry out performance audit recommendations. If the recommendations are not implemented, the utility must provide an explanation as to why. Grant PUD’s Audit Tracking Tool (pdf)
